The main thing that really matters is handling. But all players have own opinion about that.
So you just buy a car and test it. Test Drive option will be useful.
My car list is:
Street - Nissan Skyline or KTM 450
Dirt - RUF RT35, Subaru BRZ, BMW x6, KTM 450
Perf - Pagani Huayra, Lamborghini Aventador, Laferrari
Raid - Ford Mustang, buggy, KTM 450, BMW R1200GS
Circuit - ??? Ferrari 458 Speciale, Kawasaki Ninja (still exploring this category)
Monster - Hummer H1
Drag - RUF CTR-3, RUF RT35
Drift - ???
There is lots of cars i haven't try yet.
street - nissan skyline
dirt - nissan skyline or bmw x6 m
perf - corvette stingray/bmw m4 (f82) -- but i'd guess pagani huarya is the best
raid - nissan skyline or ktm 450
circuit - lambo gallardo, nissan 370z, or mclaren 12c
drag - ruf rt 35
monster/drift - N/A
I think the best value car in the game is Nissan Skyline because it is good in every spec. Im with Kosevich on the test drives, you'll want to do those and find the cars you like to race.
Street: Nissan Skyline, Mini Cooper 2010 Street Edition.
Dirt: Nissan Skyline, RUF RT 35.
Performance: Pagani Huayra and Zonda, TVR Sagaris, Dodge Charger 1969, Koenigsegg Agera, McLaren F1, many good cars in this class^^
Offroad: Nissan Skyline, Ford Mustang 2010, Chevrolet Camaro RS 1969, Nissan 370Z, Buggy.
Curcuit: Ferrari 458, Zonda R, Dodge Charger 1969, BMW sDrive35is 2011, Lamborghini LP 570-4 Superleggera, Nissan 370Z.
Drifting: Mazda Rx7, Koenigsegg Agera, Shelby GT 1967
Monster: Nissan Skyline
Dragster: RUF CTR-3 and Nissan 370Z
Lamborghini Gallardo LP570-4 Superleggera
Ferrari 458 Special
Nissan Skyline GT-R R34
Nissan 370Z (Z34)
Ford GT
HotRod HuP One (Hidden vehicle)
Ferrari 458, a top-speed of 265 MPH, amazing handling and best of them all for the acceleration and brakes very well. However it is as light as a feather. It does not take much for you to be gone flying in the field with the cows with a simple bumpy road.
Nissan Skyline, a top-speed of 265 MPH as well, feels heavier than the Ferrari but somehow it seems to stick easier to the road.
Nissan 370Z, a top-speed of 270 MPH, but hard to reach however you can reach 265 MPH extremely easily. From the 1st to 6th gear this car is slow, the acceleration is not really impressive. It has a pretty amazing handling, you can literally take a corner at 240 MPH without losing grip. Braking is also pretty amazing. This car is by far my favorite for circuit on the highway.
Ford GT, incredible enough, this vehicle has a top-speed of 265 MPH as well and can maintain a speed of 255 MPH compared to other vehicles where you have to use your nitrous to keep that speed while the Ford GT reaches it no problems and maintains it. Handles pretty well and it also got a pretty good acceleration.
HotRod HuP One, a top-speed of 265 MPH which I can barely reach because of how unstable it is at full speed. However, the best handling in the entire game. You can literally take the highway most of the time at 250 MPH without using the brakes. I am not even kidding. However, it is very easy to lose control because this vehicle is way too sensitive. Great braking and accelerations too. Also if you are used to the cockpit view, this vehicle is awful for that too.
Dirt:
Chevrolet Camaro SS (2010)
Nissan Skyline GT-R R34
Nissan 370Z (Z34)
Raid:
RUF 3400 K
Buggy (Hidden vehicle)
The Buggy is amazing for a bumpy ride, barely lose speed compared to every other cars. Still got an incredible top speed and an amazing handling as well.
Street:
Challenger SRT-8 392
Nissan Skyline GT-R R34
BMW Z4 sDrive35is (2011)
Performance:
Koenigsegg Agera R (2012)
Lamborghini Aventador LP700-4 (2012)
Lamborghini, slower, heavier, less handling but still pretty close to the Koenigsegg from my last PVP race or horny stalkers following me on the road. Without slipstreaming, the Lamborghini can not beat the Koenigsegg at all. One mistake on the highway and it is all over.
For the Extreme specs, I have no idea but for the monster truck, the Dodge Ram SRT-10 is slightly faster than every other monster trucks if that is helpful enough, better handling(?) I can not confirm, I do not always have $500,000 to spend on extreme specs since they bore me to death.
For Drags, it seems the RUF beat everything, sadly I got a dull Ford Mustang GT. And for Drifts I got a Subaru, I am not far at all since I hate drift in this game.
Doing individual summit events earns you points towards free extreme specs, and getting at least a gold (possibly even silver) medal at the end of the multi-day summits can outright win you a free spec, which happens for me quite a lot.
I have had Wild Run for about 3 months now, I think, and I would not advise ever buying an extreme spec unless you have more money then you know what to do with. I have already earned every monster spec and drag spec there is without spending money on a single one. I also have not spent money on buying any drift specs but I do still have a number of them to get.

Dirt: mini cooper(dont let it fool you)
Perf: ferrari 458, aventador
Raid: 370z, ruf 3400k
Circuit bmw z4, mclaren 12c
dirt:ford focus or skyline
perf:pagani huayra or aventador
raid:mustang(good grip) or ruf 3400k(faster than mustang, but very bad at jumps)
curcit:ford gt2005 or superleggera(for speedways)
this all is just my opinion
