From what I gather... once you race enough to unlock Tier 1 upgrades for your car class, you can then purchase all T1 upgrades for that car class with real life money. You can also purchase all cars with real life money. The same goes for T2. You can buy all of the T2 upgrades once you unlock it through racing.
Russia's recent shenanigans may cause some issues with their currency, so avoid using the ruble.
PS. Nothing is actually official yet. Wait until Ubisoft provides some actual game information. Don't buy blind.
Lets see it this way... I been shooting since a young age... I give you the best sniper and me a crappy one.... You've never shot before... This is your first time and the target is the same distance away, just different bullets. Who will win?
Just because you can buy into paying for things quicker does not mean you are better at the game. ANOTHER example for you (Considering these ♥♥♥♥♥♥ posts keep popping up a lot about this game) BF4... I have seen rank 20's and below be above rank 100 prestiges... Should it not be the other way around?
End of story. Do not buy the game, Ubisoft and other members do not care, we do not want to see negative members in the game anyway.
I suppose you're trying to say that you're against cashers. I partially agree.
It brings the spotlight into your inventory, not your skills. But it would be even more sad if the same players who want to use cash couldn't in the first place, they would simply not play the game... Thinking about the long run, it would bring in the game the same situation that happens on most hardcore fps, few epic players and no room for newcomers, because they simply can't find anyone of the same skill level.
Ubisoft IS GREEDY for bringing this up, but as long as they keep all items unlockable through the game, it's fine. That will leave the door opened for the cashers but they'll have to deal with the hard workers, like many players here, at least.
Inform yourselfs before commenting. Microtransaction as far as we know right now will affect performance parts. You can only purchase performance parts from your level and below, not higher. Performance parts will have different tiers (bronze, silver, gold , etc or something like that).
As of today, the only news available is that you WILL BE ABLE to get those parts by playing, but it is unknown the time it will take you compared to the price you pay.
Another thing that will be payed by real cash is the fast travel system.
Supposedly more information was going to be given at E3 this year, but as it was expected by some, ubisoft said nothing about it.
For more info, read the note I left above.

Or, and this is revolutionary , Ubisoft could release the list of DLC items, and how they function, since they are already trying to sell the game. Speculation exists because the developer/publisher has left a void of information. Pricing structure and item availability should be on the top of the store page, but the "facts" you linked are third party websites and don't amount to anything more than hearsay. The sellers of games should be held to higher standards (as far as disclosure goes) than we are currently asking of them.
Item purchases are locked by tier. That means you can unlock bronze in 5 races (maybe) and buy all the bronze parts with cash at that time. It might take a non-coiner 30 races (maybe) to buy all those parts with in-game currency. The game is competitive and the two player types will face eachother. Is there an advantage? Yeah. Skill is an issue, sure, but an advantage exists for the coiner. The system that they describe is more like a "gated" p2w, making more opportunities for Ubisoft to sell you stuff than just the traditional "uber item."
Oh shill! I mean ♥♥♥♥! By "Pay To Lose" you mean buying the game, or not?
parts are not perks. Please explain to me why i was explained in the hideout (In the BETA) I could buy and extra perk with real cash? It wasn't possible in the BETA but will be in the final release.
