I'm a bit confused why its such a big issue for you, however. The spec kits you got to change your Camaro from Street to any other spec were definitely not free either.
I'll have to see how this goes, because I'll be pissed if I pay money to buy this and then am supposed to pay more to actually unlock the vehicles I need to play it.
EDIT: And anyway, thanks for letting me know! I thought I was maybe missing something.
First one's free.. That's how they get ya hehe. If you want to complete your collection though prepare to spend 10 mill or more especially if you purchase car parts instead of levelling them up yourself.
So, you basically immediately get 1 specific spec for each Police vehicle, for instance : Nissan Skyline GT-R R34 (Police Street), Pagani Huayra (Police Performance), Mini Cooper (Police Circuit). The only car in Police with 2 specs is the Hotrod (Police Raid and Police Circuit), but those you have to buy seperately.
With the Normal and Extreme cars, you first buy the Full Stock, then go the specific tuners to get your spec. With the Police cars, you immediately get the specs, so don't have to go to the tuners, unless you want to upgrade it there.
