DLC cars require you to have the Calling All Units content. Cars that cost real money cannot be purchased with in-game money. Some cars can only be purchased with Crew Credits (NOT the money you earn in game) like the Corvette Stingray. You can buy crew credits using real money if you need them.

Careful: The name Seasonpass is kinda wrong, cause it only includes 5 carpacks and a few exclusive cars like the Ferrari 458.
The Seasonpass also includes all the cars, which cost Crew Credits, but the cars and bikes, which came with the Wild Run and the Calling All Units DLC are only awayble if you buy the DLCs
NOTE: Wild Run is no more for sale. To get acces for the Wild Run content (Bikes, a few of the new cars, the Extrem Specs and The Summit) you have to get yourself the Calling All Units DLC, which includes Wild Run.
And as already said in the previous Posts, the best way to farm Parts is to pick a Jumpskill and do it over and over again to gain parts.

Or if u have the money and allready one or two cars at the highest Level (1497) you can purchase the parts at the tuner.
But you can only buy parts, which you allready earned for the Spec.
Also here its recommended to have the Perkpoints for reduced partcosts unlocked. For example, with full Bonus, a complet set of Level 60 Parts for Performance Spec cost aprox. 250.000-260.000 Bucks.
And the maybe fastes way of earning Money is to do the Cratemissions or PvP. Here I recommend the Crates, because you earn money, xp and also parts for some new cars.
To get a car, you have to collect Parts. The fastes way is to do the Gold or Platinium Crates, because there you have 75%/100% chance off getting the part.
If you have enough friends in your Friendlist, you can send them on Missions. Therefor you have to go on the map and select the Fraction and PvP page. Now chose a race (I recommend the longer ones with +1h), select NOT play. Select Send Friends now simply select one of your friends and start the Mission. Depending on the Level of your Friend, the mission can Fail or after the Timer runs down, you can collect your reward, which is aprox. 10% of the normal earning of the race.
EDIT: You can buy every other car which is not included in any DLC or so, that are still quite a lot of cars and some of the best cars are awayble in every Dealership.
Here is a small list of cars, which are included in the Basegame and are really recommended:
Street: Nissan GT-R R34 Skyline
Dirt: Lotus Exige or Ruf RT35
Performance: Pagani Huayra or the Ferrari Laferrari
Raid: Ford Mustang GT 2011 (one of the starter Cars)
Circuit: Ford GT
This list is based on my own experiense and also what I used befor I got some of the DLCs
