It's up to you whether you want to get all the bells and whistles that the game has to offer, or not.
Ultimate edition gives you all four car packs (Two dollars each? five dollars each? Can't remember), and the season pass. That adds an extra 12 cars just from DLC, and that's not includiong the singles from the Season Pass. I found a couple other cars I didn't see in any DLC that were just in my garage from it, including my signature car (The one I drive the most).
It also has Wild Run in the ultimate, which redid the physics somewhat, did something to the graphics in a boost, and added more content, such as "The Summit", a once a month event that focuses on things like Drifting, Monster vehicles, and drag racing, all three of which have their own specs, all added with Wild Run.
Another addition is Calling All Units, which by itself has Wild run in it, so if you bought the game and wanted Wildrun and not all the DLCs, I'd get CAU and the base game, which is forty dollars. CAU added police cars and the ability to chase down other players in chases and nail them (Which is fun, BTW).
Depends on what you're after. Honestly, I found it worth it fopr the Ultimate, another big reason is this "Ultimate Edition" is cheaper than a lot of console games that are based at sixty (*Cough Forza Horizon 3 *Cough*)

As fr the other cars, I did't really look through em all, to be honest. all I know is tha there was a lot.
So, if you want two wheels, gotta get Wild Run/CAU
Also, any game engine updates Wild Run and CAU brings to the table are included with the base game. You just won't be able to access the Summit, buy Bikes, buy Extreme-specs (Drag, Drift, Monster Truck), or buy police cars if you don't have the complete package. The DLC cars (from Season Pass / DLC car packs, but not from WR or CAU) can be bought with Crew Credits, however.
as for the rest of em, you can buy em in a deal, whgich is true.
As for some of the Season Pass carS? I haven't found them in a deal anywhere and they're not on the official list of cars despite being in the game, so I don't think some of them can be bought from a dealer anywhere.
