If your using Keyboard+mouse though: when you enter an area to be made an outpost, select some loot inside of it and press "e" again to bring up the radio, select the outpost option.
Edit: well, it seems that I type slowly as others have already posted. My apologies ^_^'
Just to inform you, I have only manage to Radio that I have found a new outpost and added an inventory there but haven't manage to find a way to move all the survivors from church to the new outpost. Maybe it is automatic? Anyone who has played the game in XBox can give us a small advice ^_^
Yes. Lily's brother will bring up the topic in a cutscene eventually and show you an alternative place to live. Once you're down there look for the "Alamo" restaurant in the eastern part of marshall or the trucking warehouse in the western part - These are the two best bases you can get. There are a few others though, like one in the big farm field area in the middle of the map.
Tip: Keep in mind that outposts give you a safe zone around them - You can make a network of outposts (get the mines upgrade for even more range) and end up with an entire zombie free neighborhood with easier quests and looting.
Sorry to ask these questions but I couldn't find anything after I run a search at the Undead Lab forum.
And the you play with mouse and keybord?
