Rick's quest seems partially broken (possible spoilers)

It seems the Rick's radiation suits quest is partially broken (or not finished yet). After entering actual location i have refused to free him immediately but reported back to the citadel about him running off.
After approaching his camper he says the safe passcode but i cannot dismiss him at last (no dialog initiated for this) and he is following the team as a tail.

The rest of the options do work fine so I think you just expect to be able to free Rick immediately after deciding not to.

It looks rather natural to me consider deal completed when the matter of the deal is at hand. That guy led us in the middle of nowhere and saying "it's here". Rather logical to free him after approaching the safe and not near the entrance of the location.

I'm stuck, Rick didn't give me the passcode. I tried to say he escaped to Ranger Command. Rick won't talk. Is this a bug?

yeah, post-patch, I ran into a bug with Rick too. I said I'd free him, we get to the RV area, start crossing the bridge when Vargas comes on the radio, I say Rick's dead, then nada (in previous version Rick gave me the passcode then left). I get no passcode now, Rick doesnt leave and he cant be talked to..

I was able to continue on by bringing him back to the Citadel (but couldn't release him like I promised). Then I cracked the safe as normal without passcode.

Rick called me an F-in Cheater 'cuz I brought him back to jail. Could not do this quest as I wanted to, although after cracking the safe, I was able to continue.

I wanted to kill him after he gave me the password for his safe, but wasn't able to do so.
also, as i was called by ranger citadel i told them rick is dead, but even then i was not allowed to kill him.

Think this is a bug, because in the wasteland you should be able to kill anyone. ;-)

I agree with the first commenter who said that he wanted to be sure that rick led him to the corrcet placve and not cheated by him so when he asked if he could go the first time I said no, but two seconds afterwards, because im true to my word, when the citadel asked what happened to him, I said that he'd escaped, because I didnt intend to keep him with me after I had the rad suits. However, it seems that now the only option I have left is to get him to the citadelas he just doesnt want to leave on hiw own even after I got the rad suits.
This still hasn't been fixed in the sold version of the game, which is a bit sad.

Same problem. But Rick doesn't trigger/say anything after I get to the RV and the safe. I offered him the freedom option initially.

It's a Another story, but I don't understand why I can't say Vargas that I let him go.

Ok, i've figured out what cause this bug. The reason is - rick "locked" with neutral companion. That causes no dialogue upon entering Rick's RV. So unless you want to kill him to get password or simply google it, the "proper" solution is - you need to lock him on ranger from original 4. He seems to being locked randomly or? on nearest ranger. So move your neutral npc away from jail and speak or even dissmiss them.

Bug is still exist so devs can use this info to fix it. Usually neutrals following entire party, but Rick follows only one person and if it's not a original ranger he doesn't speak.

I'm having the same issue, fully patched up and everything. From what the person above has said, I think Rick isn't talking because I have Vax with me?

If that isn't the case then the steps are I said No in the first condition, and then when I got the radio said I'd be bringing him back shortly. Fair enough if he the had some dialogue that said he wasn't going to tell me the code now, or something... but no.

EDIT: Took Rick back to the prison, went back and could use Safecracking on the safe...
