Report a translation problem
- If this doesn't work, maybe install TS2013, but don't have an internet connection, so it doesn't update, i don't know if it "needs steam, but you can try it, then after installing TS2013, don't connect to the internet and install TS2014, after installing that connect to the internet for steam and such.
If this doesn't work, then maybe contact support (RCS support).

Thank you all for your help. I was able to install the TS 2013 from the staem. With the TS2014 and TS2013 buying is a good and inexpensive way to extend the collection of routes and trains.
