However if it is TS2015 you might try to reinstall the DLC, if that doesn't work a file verification and if that doesn't work a full reinstall (remove te entire railworks folder prior to reinstall)

The error message seems an old issue for TS, I found several topics about it but non with a definitife answer. Could you try to following. Go to ..../Steam/steamapps/common/RailWorks/install and reinstall the packaes you find there (vcredist_x86, Physics and DirectX) while making sure you install all of them with admin rights.
And what you mean with new code, you shouldn''t have had the need for a code. Once a game is tied to your account it is yours and can be reinstalled on every system you can install steam on and that is authorised with your email to be used for your account (you know...that 4 digit code you need to enter after the first time you start steam on a system which is send to your email)
btw,, we have the same graphics card and I have no issues at all. Having 4GB ram and a intel G645 processor
BTW Has steam anything to do with MS Steam flight sim version?
Besides that there is no "usually" in software. TS does NOT use DX10, it does NOT use multicore (although your system might use it for other purposes during play) and TS does NOT use "current version" off DX, PhysX and VCredist
No, Steam is just a sort of DRM nothing more. FSX Steam edition is published by DTG.
I didn't mention control panel, yet you uninstall from control panel
I didn't mention disk clean up (which won't remove what needs to be removed" yet you use cleanup

If you continuelike this I can't help you. Either read and do what is said there or do your own thing. It's not faulty goods, the good are fine, it is faulty methode of trying to repair your install
