Report a translation problem
In the control panel / manage 3d settings look at the bottom of the list and check that Vertical Sync is OFF. If it is set to ADAPTIVE (half refresh rate) this will lock your FPS at 15 (if you have a fairly standard 60 hz monitor). There are no settings in TS itself that will lock FFS (unless you have been adding start up keys to the exe file - and you would certainly have to know what you are doing to play with stuff like that!)
OK, that is true of course, but since the OP indicated that ALL of his FPS were locked at 15 (quote: " and for all Nvidia and game settings"), I was inclined to dismiss that fact in favour of something more closely related to a problem with the PC rather than TS. Yet rather oddly the OP indicates in the post above that he "usualy get good frame rates", so maybe there is/was something in the original post that I misunderstood?
It does seem to be something a little complicated at this point in time.
Have you tried this:
Open "NVIDIA Control Panel" > "3D Settings" > "Manage 3D Settings" > "Global Settings"
a. Power management mode - Prefer maximum performance
b. Vertical sync- Off
c. Threaded optimization - off
d. Triple buffering - off
e) Single monitor selected
Try these to see if they make a difference as the power option can interfere with performance.
To Glen Ives you can easily set a fps max figure in TS2016 - Open Steam , Library, Train Simulator, right click, Properties, "SET LAUNCH OPTIONS" type in -FPSLimit=xx, OK and your fps is set in the game - no expert knowledge required.
Sorry, but it is incorrect and misleading to say that adaptive vsync will lock the fps to 15 - that is NOT the way that it works - http://www.geforce.com/hardware/technology/adaptive-vsync.
What OS version are you running? Win 7, 8, 8.1, or 10?
What NVidia driver are you using and how was that installed - by you? or via Windows update?
Have you rolled back a NVidia driver by any chance?
Have you tried the games with DSR switched off?
Is your native screen resolution the preferred windows one and the same in TS2016?
