By default the game's route & loco manuals are installed in the general default location (exact position depending on where you've installed the game on your computer):
....\Steam\steamapps\common\RailWorks\Manuals\EN\"Class 92 Railfreight.pdf"
On this occasion I'd watch the video first, it should get you going most quickly. However, generally the game's DLC manuals can be extremely helpful providing you with the key need to know info. See page 8-9 of the 92's .pdf manual for full instructions on driving this loco.
