I have never done that before, but I just tried to change my Dash 9 from Donner pass and now my Southern Pacific Dash 9 doesn't have any horn sound... I watched this video and did everything just like this:

Is there anything that they (and I) missed in that video?
What I did was opened Dash9 Horn.proxyxml and changed stuff from Dash9pack01 to DonnerPass (obviously because I am making the change to the Dash 9 from Donner Pass, not the Dash 9 pack)
Is there anything else I should do?
Look at what you can do:
1) A simple horn exchange will have a start, a loop and an end. Every sound can be either in a dav or wav formats. Many authors will provide .wav sound files for custom horns. In this case you have to edit the file extensions in the proxys from dav to wav. In UKTrainSim there is a tool to convert dav-wav, but you don´t need to do that. Also you need RW_Tools to edit a binary as a proxybin and a XLM editor to edit the proxyxlm.
2) Proxys require both "identical" files in xml and bin (all other files in may be called as xlm but you will only need the bin) present in the audio folder. A bin is the binary of the xml.
3) Proxys are managed by an xlm (sound driver) that are called from the engine bin.
4) You can edit that call path to alias your horn to another loco horn you already have in your collection
5) If you don´t like a volume level, then edit the proxys to increase or decrease it.
6) You can change also other variables in the proxys that include pitch, distance, etc..I do not have knowledge for every one of those.
7) Sometimes a loco has a horn for both external and cab usage. In other cases there are two different horns. You could use one set of sounds (dav, wav, etc) and just editing two different sets of proxys for the cab and exterior.
8) Most of the time the bell is managed in the same proxy.
9) Many 3rd parties horns have faulty or non existing instructions. Many provide only sounds with no proxys. In many cases this people suppose you know the basics of installing horns, for which there are tutorials both written and in videos.
Some horns are very complex and may be difficult to work with.
To master all that is like everything, You need practice and the basics of editing xlm.
