It appears to be a missing file, not sure if it should come with a download of RWTools or not.

I assume that you have first tried to un-install then re-install RWTools?

Here is something found after a bit of a search:-
This error is usually displayed to a user when the application throwing this error is unable to find the tabctl32.ocx file or finds that this file is not registered or is denied access to this file by the applied permissions. Most of the time, it is caused by an unregistered tabctl32.ocx file.

I am providing a couple of steps below that should help you re-register this file in the computer, please follow them and let us know the results:

Step 1: Open a command prompt with Administrator privileges:
Click Start, type in cmd in the Start Menu search box, right click on the cmd option displayed in the search results, and click on Run as Administrator.
Click on Allow or Continue at the User Account Control prompt that should be displayed next.

Now you should have a command prompt with Administrator privileges open.

Step 2: Execute a re-registering process of the tabctl32.ocx file by running the following commands one after the other. I am providing one command in one line, type them in one by one and hit Enter after each command:
cd\
cd %systemroot%\syswow64
regsvr32 /u tabctl32.ocx
regsvr32 tabctl32.ocx
exit
Once you have finished executing these commands, the command prompt should have closed. Please restart the computer at this point and check if you still get the error once the computer has restarted.

If you still get the error, I would suggest you to contact the vendor of the Software that is giving you the error in question. This is because if re-registering the file does not help, the cause of this error is most likely an exception generated by the software. And for identifying them, the vendor is the best point of contact.

It does seem that the missing file can be downloaded, however I would suggest caution if you decide to do so. A google search will suggest a number of download locations.

Not to worry, we've all done it! Enjoy using RWTools - it's a great app and I've been using it for years.

That is an amazing tip - how did you find it?
Thanks

None other than a Google search!

I am posting into this forum thread in June 2021, because I faced this problem while re-installing TS-Tools (formerly known as RW-Tools) and this above solution DID NOT SOLVE this issue.

Windows 10 Pro 64-bit
Version 21H1
(OS Build 19-43.1055)

Neither running the program as Admin nor manually /u = unregister and re-registering tabctl32.ocx did the trick.

[SOLUTION THAT WORKED]
1. Install TS-Tools whereever you like (as Admin) 2. Goto the TS-Tools folder and SELECT ALL *.OCX files 3. Copy-Paste these *.ocx files into /Windows/System32
Now, TS-Tools works and shows up.

[Explanation] Usually, all ancient, deprecated 32-bit dll's and OLE ocx files are registered correctly on a 64-bit Windows to the \Windows\SysWOW64\ root folder and are invoked and run through this 'Windows32 on Windows64' subsystem. Unless, the programm/software is so old that it's code is looking for it explicitly inside \Windows\System32?

//This post is for future users, who might also stumble over this issue. Knowing Win10, they will.
