Report a translation problem
There's a set of water troughs on the route. Lower and raise the scoop with CTRL-T. Lower it when you are sure you are over the trough and raise it before you reach the end or something will break. (The troughs are covered in the manual from page 38.)
Added: Just had a go at this. You can pick up a couple of thousand gallons at the troughs which is plenty and there's no danger of running out of coal even with Wally the Artificial Stupidity fireman blowing the safety valves more often than you'd have thought possible.

The water troughs are approx; half a mile after Exminster Station heading towards Starcross.
Zoom down the track and you will see a large white board with a wavy line on it. That's where they start.

I'd bet good money you have noticed the sign for the troughs even if you didn't recognize it- it's pretty obvious as pjohnandlyns describes.

This sign tells you you're approaching the troughs. Then you should see this:

That X marks the start of the trough- in fact you can also see the trough between the rails.
If you don't see any of this perhaps the route hasn't installed properly.
