Try this tutorial: http://railworksamerica.com/index.php/learning/tutorials/item/215-horn_installation_tutorial
There are also several newer YouTube tutorials. I would advise you to google "Railworks horn installation"

Are you aware of these mods? They have outstanding horns for all ES44AC, Dash 8 and 9 and SD70:

As of you quest for horns there are several types of works in horn swapping:
-Modify proxys
-Replace sound files (you can use wav or dav types
- Aliasinghorns to another loco

You need to get RW_Tools for most of that job.

I've just installed RW_Tools.

Now what do i do?

Read the help files. Not possible to explain here how that tool works.
But if you want to install horns you better read first those tutorials about it.
And go to RWA and read threads about horns.

Without Local Disk its pretty difficult to install horns.
Now what am i going to do? Its my fault if i have a gaming PC that runs Windows 10.

I don´t know what you mean by Local Disk.
I have a Windows 10 computer and works better than my car, though not better than my wife. :steammocking:
You have to research, browse Google, RWA, UKTrainsforum, this site, read and do, try, make errors. It won´t do any harm. I am on this since June 2015. Others have 7 years and I have learned a lot myself by reading others posts, tutorials, videos, etc.

Courage, mon ami, courage! :steamhappy:

Something to play with:
You will need 7Z to look into .AP files (DLC packs used by DTG to distribute their files)
Choose any loco in your assets. Navigate into the .AP with 7Z, Look into Audio and go deeply so you can familiarize with subfolders and proxy files and sounds in there.

I can see you do not have much knowledge in computers, so start searching and reading. It can´t be explained here more than I have done. Start here in Steam.

Hang on...

Some of the horns i've seen on Railworks America says i should install DavDecoder.
I could try that.

Heres another interesting one i found out when i asked someone on YouTube.

I need to change the AP files to a ZIP file.
jalsina Feb 14, 2017 @ 2:27pm
Open AP like a ZIP using the freeware 7Z program

Sorry, unnessecary bump. I've ran into a bizarre problem. Which the problem can be found here.

I found an easy tutorial, but the folder part gets me stuck. It isn't creating a new folder for me!

Here is the link.
