I'll try to clear this up a bit if I can. A lot of Workshop routes require the "Clasic European assets" and "Clasic North American" asset packs. I have reams of "Old" asset packs, from the "not so good ole days". Most are packs from UKTrainsim and the such. Are these what the "Workshop" routes are reffering too? If that is the case, its a real shame that these are not available at the Workshop page. Like I say, I have tons of asset packs, but not sure which are the Correct "classic" asset packs...worse still I have no way of ensuring how curent they are, without purchasing another membership at UKTrainsim. I used to keep my membership current, but have been away for about 3 years..so. Hmm, I believe I tried to click the link on the name of the asset page and it just took me to a list of Workshop routes that used those assets.

I purchased the entire game for less than $9.00 a few days ago. I guess I'll have to wait for another sale. (These things add up quick.) Last time I purchased anything from here, I had to tell my wife it was for a colonoscopy...it was CLOSE to the truth. :D

Unless you've got a truly tiny number of routes you've probably got both the US Loco and European Loco Assets as they're included free in litterally dozens of DLC routes. In fact there are quite a few DLC routes listed below that contain both Euro and US packs:
WCML - N
Ohio Steel 2
Cologne-Dusseldorf
Portland Terminal
Portsmouth DL
Bristol-Exeter
Rascal & Cottonwood
Colton & Northern
Fort Kent to Eagle Lake
They're in so many routes I'd been truly stunned if you didn't have them already! :)
European Community Asset Pack is included free of charge with the following add-ons: GARL, West Coast Mainline North, Ohio Steel 2, Woodhead Line, Cologne-Dusseldorf, Doncaster Works, Falmouth Branch, Class 111 Pack, Portland Terminal, Edinburgh - Glasgow, Portsmouth Direct Line, Bristol to Exeter, Great Western Main Line, Hatchet Hill Quarry, Somerset and Dorset Joint Railway, East Coast Main Line, Ruhr-Sieg, Rascal and Cottonwood, Colton and Northern, Fort Kent to Eagle Lake.
I'm not so familiar with the US routes containing the US asset packs but it's a lot of them.
I have all the routes that came with the stock game...as of the sale a couple of days ago. I'll give you a rundown, when I'm done with lunch.
