Report a translation problem
There are several videos on-line. I think the "solution" for the time being, was to place the signal and markers BEFORE trying to adjust its facing, or the way its supposed to face in the game. Hope that helps.

I would back-up as much as I could, and then you could try adding the route, after you re-install and see if it works, and go from there.
When placing signals, you need to place the signal post itself and also all links to the track, there will be at least one. All links must be placed before the signal will remain, otherwise it will assume you're aborting placing the signal.
So - click the signal you want to place, click to place it on the world, then move the mouse to the track and an arrow will appear that is joined back to the signal - place it usually right next to the signal (but still on the track) - this is called Link 0. If there are more links, they are placed at the various routes that the signal protects, simply go to each one and click to place the link. Once you're done placing links it will simply finish and the signal will remain.
I will try and do a tutorial on signal placement in one of my upcoming Twitch shows - there are a lot of things to remember and be aware of to get signalling right, but once you understand it it's actually quite good fun "wiring" the route up :)

I tried and tried. What happens (and it's not happening with buildings, just most signs and all signals associated with the tracks and signals) is you left click to select a signal or sign. You drag the red item to where you want it on the layout, and when you release the mouse button to let it in place, it disappears. From there I've gone over and hovered over tracks galore and nothing happens. If I click on the track where the box with the arrow is supposed to appear, it simply selects that section of track and the signal/sign is lost. The game simply refuses to recognize that the signals can be placed.
I thought it may be something wrong with the scenario I was working on so I created another one with a single section of track (nothing to confuse) and the same stuff is going on. I've tried to use the signal set for Germany and England (the game surprisingly doesn't give you any signals for US rail construction), and it still is doing the same stuff.
None of this was going on before the automatic upgrade. Could I have had a corrupted upgrade?
Anything you can suggest is appreciated. I'm willing to uninstall the entire thing and reinstall it to fix the problem. I really want to create my own scenarios and if I can't place signs or signals on the road, what's the point?

Thanks for the response. Yes. This is what I'm doing. When I click to "place" the item, another duplicate item appears that I can move around with the mouse and the first one is still there. If I click that second item, the first one disappears and the second one locks in place creating yet another duplicate signal under the mouse cursor. This would happen 100 times if I were going to live long enough to continue. Then when I right click to move on, the item that was placed disappears and there are no signals at all. If I hover over a piece of track, nothing happens. If I click over a piece of track, it selects the piece of track... but the signal is gone.
This is enough to make a rabbit want to hug a hound. 8^) Any other suggestions?
Glennives60 - Yes. But the yellow ribbon with the box and arrow never materializes. Please see what I said to Otterbear. The program simply refuses to place signals in the game.
Interestingly, this also occurs with many, but not all, signs and markers. The same thing happens with speed markers, but not with the 100, 200, 300 meter hashmark signs or with the whistle sign. The problem hasn't happened at all with buildings, trees, shrubbery, gantry structures. Only with most items in the signals tab.

LOL Please don't give up. Like I said. If reinstall will fix it, then I'll willingly lose the stuff I've created and start over. Heck, isn't that half the fun?
Like I say, I had to completely remove my TS2014/13/12 ect from my disk and Re-purchase the latest version, before things started acting like they should of in the first place. I did back everything up and when I'm no longer "under the weather", I will try and re-install some routes or trains from my older backups.
If you do it correctly, then all you will loose is a couple of hours time while waiting.
1) I attempt to place a signal (by selecting it in the list).
2) Once selected in the list I click where I want it to be (near the tracks obviously).
3) When I start clicking to attempt to lay the signal links, a new signal appears and the old one vanishes (without any links ever appearing).
I've tried this on several routes with several different signals, and always get the same thing.
I've tried several times to verify the game cache, and Steam reports 1261 (!!!!) files are missing. These then download (36,6 mb) and seemingly install. Then I still get the same problem. After trying a couple of times my 1261 files are missing/cannot be verified, and the download starts again...
Edit:
Reinstalling as suggested by glennives60 still results in 1261 files which aren't playing nicely with TS2015.
