That is usually called for instance RWAssetSetup.exe, if its a rar or rwp package then you can use 7-zip to either copy the assets folder into your railworks directory or you can use the "Utilities" program manager in the railworks root folder called Utilities.exe and use that to install a railworks package (rwp).
Nope just the .RWP file
C:\Program Files (x86)\Steam\SteamApps\common\RailWorks
It will merge automatically any content or asset folders and only ask if it needs to overwrite a file which will only usually happen when doing things like reskins or updating an existing route for example.
The above is the example railworks root folder, you may have installed to another folder but as long as you get it right it will take hardly any time at all.
As its a new item, I don't think you need to delete a blueprint.pak but you can do that in game by hitting on settings and clearing cache, I don't restart from within game when it prompts me but click no and quit game from main menu but again that was because an ingame restart for some reason killed all your ticks and career info :(
