I thought your post a little baffling, since I'd never personally had any problemss with the Duchess. She's all-in a lovely loco model for the game.
Anyway, curious I've just played a Quick Drive route of the loco with a consist of 7 Mk1 coaches; I picked the classic GWML route leaving from Oxford headed to Paddington. It's a largely flatish section of line with just some gentle inclines (no more than 1:360) near Oxford. But for most of the trial the gradient was as good as 0, but with no steep downward sections that would unfairly bias the achiveable max speed.
Anway with this consist set-up she topped out at 89.9mph before the AWS caught me out and I ground to a forced emergency stop. To be honest I think I wouldn't have got more than a couple more extra mph out of her, even if this hadn't happened; she was struggling to gain any further speed at this point. But certainly comfortably above the 75mph marker you set.
To reach 75mph from a standstill, basically happened no worries in just over 6 minutes over a distance of roughly 5 miles. Settings of regulator and reverser at approx 50 and +33 respectively (and brakes set at 12% running) for much of the gradual speed build-up over the run.
However, like most steamers she is going to certainly going to struggle to reach 75mph on very steep gradients on lines like the West Somerset route. But for more 'gentle' routes decent max speeds don't appear to be a problem with the loco.
