Manuals & Instructions are always a good place to start - better than just trying to guess. I don't personaly have the 91 so I can't help any further than that.

You will learn about operating the class 91 using expert controls. The controls will be
explained before you will be instructed to drive the train to King's Cross where you will make
a passenger stop. Don't worry, everything will be explained at a comfortable pace.

Is the reverser going into position??? Ie Forward and back from Neutral, I only ask, as I had a similar problem when I installed the level, that seemed to sort itself out, ie it was a bug, when first installed.
It's just above (top left) the train's cab speedo, a round push buttton that glows red when it is activated. If it is on, simply push it to switch it off (then stops glowing red) or alternatively I think press 'K' on the keyboard.
It might be something-else that's causing the problem, but certainly worth double checking. Hope you manage to get the loco moving. Good luck!
