In the box that appears, click the Local Files tab
Select 'Delete Local Content' (this will wipe TS2015 from your PC)
Once done, click 'Verify Integrity of Game Cache' Steam will then scan your PC for TS2015 and redownload all that is required.
Job done
I just did this the other day. There were some folders and files left behind after deleting local content. I had to manually delete those files/folders and then just reinstall the game. That got rid of everything and was a clean start for me.
C:\Program Files (x86)\Steam\steamapps\common\RailWorks
and then just delete the entire railworks folder
then click 'Verify Integrity of Game Cache'
That should give you a clean, as new, install.
It will only delete & re-install DTG / RSC content. It won't touch any third party stuff (including your own) so yes it probably did work just fine.
