Your Steam account should help with the managment of your purchases. i.e. when logged into your account, looking at the game's full DLC in the Steam Store, any DLC you've already purchased should be 'greyed-out' (darker - less bright in colour) with a little purple tag saying in game library. And any DLC you haven't purchased yet in the Store DLC list will be normal screen brightness with no tagging, clearly showing routes & locos you've yet to buy. This is one easy way of keeping tabs on Steam DLC, but this method clearly can't take into account any 3rd party add-ons (not sold through Steam).
But I would have thought that's one very simple way of keeping a quick track of items bought or still to be purchased.
Steam properties is another good way of seeing what Steam DLC for the game you've got installed, by just right clicking on the game in your library list (of games) and it should then display the list of all Steam DLC you've purchased for the game, with a little check-box by the name of each item, with a note next to each item whether it's installed or not. That's in additon to the ticks (or missing ticks) in the check boxes for each DLC item.
There are many other ways of keeping track of your routes and locos actually in-game, or using simple 3rd party apps. But seeing as the Steam store is such a straight forward way of tracking purchases it hardly seems worth mentioning these. I very much hope you can easily find through Steam whether your new purchases have downloaded or not. Good luck.
