It is all a question of choosing right machine for the job – the sad truth is, that not even desktop on the minimum requirements will not be able to run TSC satisfactorily.
And vice versa, of course. There are many laptops on the market which will run this game more than happily.
The truth is, that DTG's TSC hardware requirements are obsolete (last major change came in 2018), somewhat contradictory and given the current state of all affairs even borderline nonsensical (and it must be said, that DTG/RSC has a long tradition of having such hardware reqs. dating back to early Railworks days, because pre-2018 hw reqs. were simply put hilarious).

In any case DTG's age is starting to show. I am running a new game called Railroader and frankly I can tell the differences between the two products in terms of lighting, vegetation and so on. I run DTG on lower settings than max. Its adequate.
Feather River is DTG's best work. In terms of view distance and just general enjoyment of railroading without tonnage issue in doubt towards summit or nicky picky street running that particular DLC is what you want.
My previous desktop had four individual video cards on it and exceeded 5K in total costs. It burned after 8 years round the clock up time since i built it so I got my moneys worth out of it. The new ROG reduced the power bill from 150 a month on that old machine down to less than 50 a month which means after two years its more than paid itself back in total spend.
I have two laptops on the shelf one a win 11 modern and the other a 7.
I do not game on those two computers at all. Nothing goes on them. They sit there in storage for really bad days and have for the last 10 years plus for one and I think 5 years now for the other.

had an Intel Pentium Gold 5420 with UHD 610. Was able to run TSC with maxed out graphics, except dynamic lighting and shadows turned all the way down...
for the bad textures, try different anisotropic filtering settings and anti aliasing settings in game.

Or at least precise model number of your computer.
I am not going to force you to dump all of your laptop parameters, because most of them are irrelevant anyway, but if you don't have a dedicated GPU in your machine, you are pretty much out of luck, Intel's drivers are notoriously bad for gaming and when it comes to TSC, well, I would like to write that they are "hit and miss" thing, unfortunately, they are lately more far more "miss" than "hit" when it comes to TSC.
