If you look at the first screen down left you should see the version number followed by some messages about database and workshop which message causes the freeze
As there is always the possibility that something went wrong downloading and/or installing you might try a file verification, if you are unsure on how to do this check here

how long ago is "a while"?
I assume it loaded fine before despite the black screen. Could you do me a favor? rename the file RSSlideshow.swf in C:\Program Files (x86)\Steam\steamapps\common\RailWorks\data\scaleform (this is the loading screen) or move it to desktop for now and start a scenario to see if the problem persists?
Thanks for the suggestion. I realized I many not have been clear in my post. My problem is it hangs during the game launch, the first screen after intro video with the snow. I can't seem to get to the main menu.
I did try to rename the file as you suggested but it made no difference.
Of all the times I've had a problem with a game I've never found that verify game files to help, so I don’t ever do it. However this time I have 1370 files that "will be downloaded". Every time I verify game files I get the same number, it downloads them again and then same thing happens again and again every time I verify.
I am downloading the entire game again right now.
I have tried your suggestion, but all is still the same as described elsewhere. The video introduction plays fine, the screen goes black, and the three bullet trains appear with sound background. However, there are no menu items on this page, so the game is effectively stuck! I only installed the game from a TS2013 disc version earlier yesterday, and so it must have then updated to the 2016 version correctly yesterday, and worked correctlyas I was able to do all of the Academy lessons yesterday and early this morning. I can only conclude that it updated to the hotfix this afternoon, when I started it to try some tutorials, hence the problem. I uninstalled the game and re-downloaded it again, but to no avail.
