Report a translation problem
This is rather odd as you say that verifying game files did not help. One wonders if you verified correctly or if something went wrong while checking / downloading. I would suggest trying to verify game files again, just in case.
If indeed it was a 'quirk' in the game then surely it would affect everyone equally, would it not? I have never seen this happen on my installation - since 2013!
To the OP. Have you verified your game files correctly?
Close TS and go to main Steam page. Right click TS in your games list then go to "Properties".
On next page click "Installed Files".
Next page select "Verify Integrity of Files", then be PATIENT, do nothing on your PC and let Steam do its thing.
When it's done any faulty files are usually re-acquired straight away, again be patient and wait. Check the "Downloads" section bottom of main page for them to be uploaded.
When done, try TS again.

Initially I uninstalled and installed the game as hadn’t played it for a while, and everything worked fine. I then unticked a few dlc content, which I thought wouldn’t be critical, and installed the updated just trains western expressways reading game. The next time I started the game, it gave me the missing texture error message. I then validated the game files, and it said that 1 files would be acquired. 1 file was then downloaded, but this didn’t fix the issue.
I’ll have a go at trying the alternative x64 version and check for missing splash files.
I wager the ads are in the networking, so your firewall and/or AV are blocking the game from fetching the ads.
