It's made to make route crating much easier.
So no, there is barely any free content.
There I think was exactly two free events in TSC, one was on the Anniversary of Amtrack which scored a few really good engines, rolling stock etc and the recent purchase of DTG by a French Company which then offered several routes etc for free temporarily.
I dont mind buying Train Stuff. The interesting change is that the physical hobby shop barely got any sales this year and the rest went to DTG.
What I do mind is the aggressive micro transactions and moneytizing what is called FREE TO PLAY games or whatever it may be into something that you have to spend dollars to maintain. Just like a mistress or Spouse etc.
Everything is being disposed of such as Physical DVD Movies for Streaming Subs into the near future. You cannot find physical movies anymore after the current stock is bought up out of the goodwills and so on during the next three years and you will have to pay regularly for game content or movie content or whatever content online from this year into the future.
Microsoft recently bought out certain providers of Internet gaming content which used to be played for free on older windows games online similar to Steam. You could and did play teh games free on your computer at home. Just logged into Origin, EA or whatever. MS Bought some of that. What used to be free to you now requires you to pay 10.00 a month to play.
If you possess the original Pre 2000 DVD and game on it you can install that onto a older computer and continue to play for free. DVD's and so on have a life of about 20 to 30 years before having to be copied to a new virgin disk due to wear and tear. Some of my older CD games have been transferred three times so far in my lifetime. And still functions correctly provided the code within the material is not corrupted.
The Internet itself is migrating away from its current version into a future where you will have to pay to use it in some way. What is free today, this year will no longer be so. So two classes of People will be created. Those who have money and can use the Internet paying for it similar to paying to breathe fresh air and those who have no money and do not see a Internet at all or are crammed into stinky university libraries to touch the face of God for a hour at a time.
Game content itself like trains or whatever is incredibly huge amounts of time and skills for someone or several people to build, package, test and then market to make a few dollars. You can go to College today and learn all about it in 3D modeling and so on in classes. Then you can go create the content you want for yourself. You wont need game stores to sell you stuff anymore or a Internet to pay into to get it. You make your own and then market it to people who have money to burn and pay you.
Finally with this too long did not read Tome on this post, I offer you this. If you have money you pay it and not worry about it. Enjoy whatever you bought today. If you dont have money or worse, not enough money today you are out. You can get money with doing dishes for fast food or your very own Onlyfans account. Then you have plenty of money. And can get all you want of whatever.
To use Star Trek Term, the USA is leaning Ferengi now in the lifestyle thats all online and driven by money. If you dont have either you are going to be out. Thats the future.

And if a route requires payware, let me tell you that making a route is a lot of work. People release their work for free. Do you expect everyone to model all assets on their own too and still release them for free?

Some of the wonderful sales in the past was awesome. I think the Semmering Route was less than two us dollars. I bought it not knowing anything about Electric in Europe. However that Polish Oil Train Scenario to me is worth it.
We have a sale coming up after the 21st this month and again in winter. Ive got my dollars lined up already. Just waiting. And the way you described some of the very low prices its really almost free. And DTG gets some pocket cash. Win win.
