Is there a way I can convert the rpk files for Train Similator to rwp files for use in Railworks?

There's no need to convert the files, they're simply the old Rail Simulator format, that are still perfectly readable (and usable by the game). You can install .rpk files (just like you would .rwp files) directly by using TS2016's Package Installer in the Railworks utilities app. Or failing that, again just like with .rwp files you can simply uncompress the .rpk files by using 7-zip. And then easily copy and paste the unpacked files to the correct location within your game's folder/file structure. All the best.

Technically: I wonder if even renaming the extension would work if for some reason OP needs/wanted/required .rwp files.
