Id say thats a Visual C++ file, You can get Visual C++ from Microsoft, installing TS should have installed it though.

You wont lose any DLC that you previously bought from Steam for TS, it will all install automatically with TS.

I downloaded it but ts2016 would not open yet remains the same stand

go to your railworks directory steam\SteamApps\common\RailWorks\Install
and reinstall vcredist_x86.exe
choose repair
then reboot pc and see if it works again

The file you're looking for is actually MSVCR100.dll. It's part of the Microsoft Visual C++ Redistributable which can be downloaded from the Microsoft website in either x86 or x64 version. The 32-bit version should be in C:\Windows\System32. The 64-bit version should be in C:\Windows\SysWOW64. It won't hurt if you install both versions. Just do a full install. See:

Actually it's the other way around. System32 contains 64-bit versions, while SysWOW64 contains 32-bit versions (WoW64 means "Windows on Windows 64").

Or better both versions from the MFC security update I linked earlier.

Only the latest version of VC++ 2010 redist is needed (i.e. you don't need to install the 1st version of VC++ 2010 redist, next VC++ 2010 SP1 redist and then ATL update and MFC security update -- just the latest MFC security update which contains all the required stuff).
