To wait for a "beta-less" pioneer edition is massively foolish.
I think its reasonable for DTG to claim that TSW Beta access is free in Pioneer Edition. Pioneer Edition is only £5 more than Standard Edition and you get an extra route with the former as well as TSW beta access. They've said if you already own all the included routes then Pioneer Edition is free. So you're not really renting it from what I can see. But where does the 12 days come from?
I've wondered how long beta access will last and whether it will translate into access for the full game when it comes out. Perhaps not, but its only one route and 3 locos so it would be nice if access wasn't cut-off after beta.
Also, the Beta will last 12 days and we are looking at benefits for Beta users upon its full release, but that's all I can say right now.

(presumably its not being released after those 12 days as its not out until February if I read that correctly)
They would need some time after the beta period to address feedback before the release. Bit odd that it won't be possible to keep playing the beta until release date, but hey ho.
This is all the more convincing me that waiting for the autumn sale and getting a TS2017 pack at an even bigger discount is the way to go for me.
It may not be your personal choice but it categorically is NOT "foolish". Every year for the last 3 years (at least) the TS pack has been on sale for around a further 75% off during the autumn sale. Anyone who isn't bothered about the beta and is happy to wait a bit should.
