P.I. Engineering have finally got a beta driver that permits you to set a path to a 'non-default' install path (e.g., C:\...).
http://raildriver.com/support/TrainSimulator.php Just click on the "RailDriverTS2019" link, which will install new drivers for both 32 and 64 bit versions of TS2019.
Bad news is that this beta does not permit you into the macroworks script to make any modifications, so at present it only handles locomotives with standard "control interfaces".
I've tried looking to see if CobraOne has managed to update his driver, I've checked your dropbox link, and also found his post on the UKTrainSim forums here;

@Jaallen, do you personally know if CobraOne has updated his most excellent driver yet or not? Or is close to completion?
Since you provided this thread with the link, I don't use anything else; it really saves soo much time not having to manually go through the 'discovery process' to expose each and every control in every Driver's cab then physically coding it into Macroworks. You have made me a convert sir!
