The GP40-2 that comes with NS N-Line worked fine for me in quick drive. Remember with a heavy train you’re going to have to give it a fair bit of juice to get it moving off the line.
The NJT GP40PH-2B will not allow you to release brakes or apply power until the passenger doors close. Moving off smoothly isn’t too hard. When the doors close, move the brake lever to release, then when the loco brake cylinder pressure starts to drop, move the throttle to notch 2. Once the brakes completely release and the train starts to move, you can increase the throttle one notch at a time.
My guess is that you're playing a Workshop scenario that uses the C&D version of the UP GP40-2 from the GP40-2 pack. If I am correct, here is the startup procedure from the manual:
- Move the Engine Run, Generator Field and Control & Fuel Pump switches to the on
- Turn the Engine Run Isolation Switch to the Start/Stop Isolate position.
- Depress the Engine Start Button until the engine has started.
- Turn the Engine Run Isolation Switch to the Run position.
Engine/genfield/fuel switches are on the driver's panel above the front headlight dial. Other controls are high on the back wall of the cab.position (Up).
If I'm not correct: what is the exact title of the scenario? Do you know what DLC it is from, or is it a Workshop scenario?
Thanks for the well written walkthru, I was missing the isolation switch step.
1. Edit the values of the couplers, or;
2. Replace the cars
Since one of those will be more suitable for Workshop use, you can guess what I did. Took a video, currently editing it, and will eventually post the scenario at the same time as the video.

Problem is Donner Pass has a GP9, and SD40-2T. So I remain confused.
edit : It is from Train Simulator: GP40-2 Loco Pack Add-On
