I also received no help or sympathy. Seems that DTG have in recent years changed the DLCs included associated with the original older versions of the game bought. A reinstall therefore won't necessarily install such products because they seem to have been effectively deleted from at least from some players' Steam accounts as purchased DLCs for the game. I never officially got back the above listed locos from the DTG, I did fortunately manage to salvage them from a full Railworks folder backup I kept on my external hard-drive. Sadly in late 2014 I did loose the IOW completely and was bullied into re-buying the route. I was fuming, and suffice to say I'm still most unhappy this happened.
It's still possible to buy the TS2012 Deluxe retail boxed version of the game which is supposed to have most of the loco/route DLC that disappeard from my game. Thing is install that version and you don't get what is promised on the outside of the box. DTG seem to have permanently stripped out various DLC from some older versions of the game, and they have removed the association of DLC that should be owned via Steam player acccounts; so you install the game (which you now are forced to do via Steam even for the old TS2012) and don't get these particular DLC installed, even though you've paid for them! Those lucky long-standing players that have never needed to reinstall the game seem to be okay. Some of us have been far less fortunate and really hit hard. But yes seems DTG do indeed believe it's okay to take away content that people have purchased, give them no warning they're doing so, no reason being given why they're doing so, and not even any acknowledgement its happening (happened) to certain players.
Good luck, getting your missing locos back (I very much hope like me you had a full files backup, and simply copy the content back into your Railworks folder; that will fix it). However, I'm saddened to say DTG offered me no support whatsover when I was in the same predicament, I was just blanked. And then treated as bitter and twisted when I complained. I sincerely hope if they're listening, they give you far better treatment. All the best!
P.S. And this is coming from someone that purchased 1 x TS2012 Deluxe retail versifon, 1 x TS2012 Deluxe version download, 1 x TS2013 full Steam veresion via Steam + 1 x boxed retail version TS2013, and full Steam download versions of all of TS2014 through to and including TS2017. Plus I even have a retail boxed version of the original RailSimulator!
This certainly should not be happening, we will never knowingly go out of our way to remove or limit access to content that our users have paid for.
Contact our support team at dovetailgames.kayako.com and and link this thread in your ticket so that we are better able to track this issue and request that I (Jay) am kept abreast of any developments on this subject.

"Verify Integrity of Game Cache", DL is not done at once. It is leaking.
This has to be repeated over and over.
However, what replaces the .AP is old decompressed and it may malfunction.
Compare the server and client, download the different one.
However, there is a defect that does not check whether there is the downloaded one.

DTG claimed as a standard version although price is 0.
In some overlapping scenarios of each package, MD5 (binary level) does not match.
This has a problem on the side of offering.

TrainSim has been operating on Steam since 2009. Products simply don't 'go missing'. Steam holds all your purchase records and so anything bought, can simply be redownloaded. I have been on Steam since 2003 when it was launched and can still download and play Half-Life2 from 2003.
That is, unless the DLC that has gone missing, wasn't purchased from Steam, in which case you will need to either have the original disc or download, or contact the retailer you purchased it from.

I have proven it, both to DTG and Steam and I can prove it again, if necessary, I kept all the records.
However, I also have to publicly admit, DTG_James was extremely helpful when I was dealing with this mess, so yeah, contacting DTG's support is a good idea nonetheless.
And let me stress another thing - when RSC transformed into DTG, I was extremely sceptical as I viewed this as just another stunt in order to throw everybody of the scent - and though I have still some reservations (and who would not, after all of this?), things changed for the better ever since DTG took over, at least in this regard (there are of course other issues, but that would be off topic right now).
