Try DP Simulation if you haven't already, it has several nice, low DLC routes on.
This is one I'm currently downloading on my laptop, that requires only freeware add-ons and apparently comes with 10 scenarios as standard when you download the route.

The route itself just uses default TS2017 assets and freeware packs from UKTrainSim. Quite a decent number of the scenarios require no extra assets, although a few of them require additonal trains (as detailed in the descriptions)
The two Dutch routes "Midden Nederland / 't Hart Van Nederland" & "Utrecht Naarden Bussum / 'Gooi Centraal" both use only default TS assets plus a wide variety of European freeware assets. They, epecially Midden Nederland provide plenty of entertainment opportunities. Fulll details can be found in the weblink below:
