Every year they update the same game, so if you buy the game every year, you end up always with one train sim version, that is the most recent one (in our case, TS2019).
Do you see TS2019? IF you see it; then click on it and you should see the DLC installed. on the list check if the routes included with TS2017 and TS2018 are there.
If not, run the game and check if the routes are there. I never bought old versions of the game, so can't check this, but the assumption is that the content should be there, once you punch in the codes into steam.
Also check in the library, the "download" section. It may be possible that the update is postponed, but you can trigger it manually
Then it might.. Its how i got my TS2017 routes back when i deleted it permanently a year ago when i brought game of gnomes the other month
