Report a translation problem
For what it's worth, you can tell Steam what DLC to install and what DLC not to install. This might help installing a single piece of DLC when you have the time for it, for example over night.
A physical copy will only include a limited amount of the game's data and includes an installer for the Steam client. You would need to download the add-ons included through Steam by using the Steam key included with the package.
Bear in mind I started with TS2016 plus the Weardale and Teesdale but since then I've bought six routes, downloaded others from the Workshop and added several locomotives. Having done that my complete Railworks install is just getting towards 25GB.
If you look up each route in the Store it should tell you how big a download it is individually. Add them up plus say a GB for TS itself and I'd be surprised if it comes to 10GB. Perhaps the quoted space leaves room for further add-ons.
Of course a few GB isn't going to download in a snap but you don't have to sit and watch it anyway. In fact you can still do other things on your PC so not really seeing the problem.
Addendum: Just had a look myself- download sizes for the routes alone add up to less than 6GB
