You will then see DSR 4K listed (along with other higher than 1080p resolutions) as a resolution setting within your games graphic settings. Other TS2019 'in-game graphics settings' can be set to their highest values, you have a GPU able to handle those high settings. AA settings at their highest will have the most impact on frame rates and with DSR running, not really needed to be as high (read the DSR info for how it works).

Your other settings are worth checking as well, regarding monitor connections, have a look at the following link. Many gamers are not aware and not gaining the best possible picture quality from their monitor that it is capable of, as the monitor expert explains in the link.

What connections are you using from GPU to your monitor? Have you read the link I provided, to check your monitor/GPU settings are correct and providing the correct colour signal to display?

If you're using nvidia's DSR feature turn off AA in game options. You don't need it. The downscaling takes care of all that - don't know how but it does. FXAA, AA, MSAA, MFAA; turn it all off. You'll be amazed at how much better your perfromance is even with that monster GPU/Graphics card you've got. And it looks better (if it didn't why do it).
I've got an old 970GTX running with an i7-5820K and 16GB RAM. I tried my normal 1920X1080P at 4X and got around 45 to 58 FPS. Wondered about the DSR feature. Switched res to 3840X2160 leaving all the settings alone. FPS dropped into the 20's. Turned off AA and BAM! Back into the 40's and it looks beautiful.
Now I run almost everything using DSR (and an added benefit is that my GPU now runs at an average 71C instead of the 77C it runs at with AA turned on).
Werewolf13 is correct, to a point, you can turn off AA when using DSR, however, the displayed DSR picture will not look as good as TS in-game AA turned on as well. You have a very powerful GPU which should handle both with ease, although your AA settings don't need to be set high, just lower AA to a balanced setting that provides nice picture quality and performance too.
