is there a way for me to actually create locomotives or do i need a special program for that

You would need special programs, a lot of skill, time and patience before you could begin to make something that looks like a real locomotive.

Look for Garys Mod, I think with that you can make some basic locos.

Look at DTM, DTG, and a few other devs. They use special programs for making a locomotive from scratch.

Yes, you can create a Locomotive using a 3D building program like Blender or StudioMax, but its one thing to build one to scale in a program like that and its a very challenging thing to get the Locomotive you built into Train Simulator. Its a rather finicky process and you really need to have some ability with Coding to get it to run in this Game. You'd probably do a lot better running your Trains that you build with Unreal Engine.
