Now, how do I work the vacuum brake? There doesn't seem to be a way to maintain a constant level of mercury that isn't 0 or 21.
The best and easiest way is to leave the small ejector fully open, with that open the vacuum will continue to be drawn constantly, so as you move the handle towards ON, the air flows in and out will balance forming a rudimentary self-lapping style action. Basically, imagine Off as 21"Hg and when the handle is approximately vertical vacuum will balance out at about 4"Hg. If you want to fine tune it a little, you can shut the small ejector a touch and the vacuum will drop, or slightly open the large ejector and the vacuum will slightly increase.
If you want to quickly get the brake to balance out, move the handle quite far towards ON, and when you reach the desired vacuum move the handle back towards off and find the position here the vacuum holds steady. Takes a bit of practice overall but once you've mastered it you can pretty much hold any vacuum.
You will need to fully read and understand the manual that came with the Bossman Games Black Five, to avoid problems.

4.9 Vacuum Brake Leak
As per the real life counterparts, the vacuum brake system on these locos have a
slight leak. This means that once the vacuum brakes are released you must
continue to use the ejectors to maintain vacuum. This can be done with the small
ejector so as not to waste too much steam.
All Vacuum brake systems leak away over time, some traction/stock (especially older traction/stock) worse than others. use your large ejector brake valve to 'create Vacuum' quickly when required. Use your small ejector valve to 'maintain Vacuum' once 'created'.
