If it is missing, yhen I suggest that you try and verify your files:
Along the top of the Steam page, there is a 'LIBRARY' tab - click it and then select 'GAMES'. RIGHT click on Train Simulator and from the drop down list select 'PROPERTIES' (it's at the bottom of the list). A new window will open. From the different tabs along the top select 'LOCAL FILES'. At the bottom of the list that appears, select 'VERIFY INTEGRITY OF GAME CACHE'. Now go and make a cup of coffee and sit back and relax while it does it's job. How long it takes depends on several factors like your internet speed, size of your RailWorks folder, even the time of day. Be prepared for it to take some time. It will check all files and replace missing or damaged ones.
You only get that Kuju content now if you buy an older route that requires it, or through the Asset Packs.
The OP only has 10 hours in Train Simulator, they most likely haven't.
