i would buy one of those old version keys or retail boxes, add to steam, then during a steam sale you can get the 2018 content for $10 to $20 (when buying, it will say you wont get a second copy of the base game, but you will get the new dlcs added to your collection)
this way it would be as if you bought the way long time owners did, as i wouldnt want to risk going backwards in years
dont forget, there are also free mods
At least, that's how it worked a year ago. I've seen a TS2016 key for $1 on the internet, so that might be worth a gamble.
If you happen to have TS2018 already, & add a Steam code (of TS2012 through to TS2017) to your Steam account - then it will simply install the DLC from these previous versions to your game ignoring the rest. It won't touch your core game, as you already running the latest version.
If you instead start with installing any of the older editions of the game (going right back to TS2012), then the core game will automatically immediately update through Steam to the latest version i.e. TS2018.
Any unwanted warning messages you get, can be safely ignored. So long as you've purchased genuine Steam game codes, & install to the same Steam user account - then all the content from these respective game editions will be added to your game with problem.
It's definitely a very easy way for new players to gain access to plenty of DLC content for very little investment. You can ideed get TS2016 for a $1, and most of the other packs are easily obtainable for approx $5. [TS2013 is the only exception, there's a real shortage on that one, so very expensive]. All the best.

If someone has no idea what they're talking about, they're better off keeping quiet. Looks like he put up that listing in 2016 & hasn't updated it since. And they were very confused even back then!

I'm a bit baffled there, it still looks like a message that has been put up by the seller on the G$2$a site, rather than an official one from our favourite software publisher?
I certainly don't think it's a DTG one.
