Keep in mind that you have to activate Dynamic Lightning, I don't know if you already have this activated.
The track pack doesn't have the Moiré effect like the default tracks. That's game changer.

You should compare "APEP Rain Moderate" with "12. Overcast Rain" for example.
1/ Summer, 15:00. Weather = 12 Overcast-Rain. FPS = 59
2/ Summer, 15:00. Weather = APEP Rain-Moderate. FPS = 59
3/ Summer, 15:00. Weather = 1 Clear. FPS = 61
4/ Summer, 15:00. Weather = APEP Clear (Low Wind). FPS = 66
Don't think you have much to worry about!

As great as it is - it is still using the core sky technolgy (a 2-gradients skydome with three rotating alpha bitmap cloud layers plus precipitation particles and sound effects).
