I appreciate that this is a bit vague and I wouldn't blame you for a second if you decide not to try it but, FWIW, that's what I'd look for.
1/ Download RW_Tools Full7 from this page (now freeware) - http://www.rstools.info/downloads.html
2/ Unzip and install.
3/ Run the program (RW_TOOLS)
4/ Go to the file menu and select 'Open TS2016 file' - (Ignore the fact that it says TS2016)
5/ Browse to the file mentioned above - 'Program Files (x86)\Steam\steamapps\common\RailWorks\Content\PlayerProfiles.bin'
6/ Once the file is open > Click 'search and replace' menu & select 'find'
7/ Search for 'ScreenResX' and click 'find', then exit the search
8/ You will now be on the correct line for your screen width, change the number to the resolution you want e.g typically 1920
9/ The next line down is your screen height i.e ScreenResY - Edit that to the resolution you want e.g typically 1080
10/ Files menu > 'Save TS2016 file'
That's it, your done .........
