More info probably not needed actually as TS has a specific option. The standard way to do this is to set a startup parameter in the Steam settings for TS.
Enter: "-FPSLimit=30"
Mainly to help get a steady frame rate by running the game at a rate your PC can normally achieve, rather than fluctuating with the variable max load on your PC. Also if you're running at 60Hz a steady rate of 30fps will look smoother than one fluctuating around 40.
Right click on Train Simulator in the Steam games list > Select 'Properties'
Click the button 'Set Launch Options'
Type in '-FPSLimit=30' for 30 fps, don't miss out the dash before FPSLimit
Click OK
Added info for alternative method - You can do this sort of thing through your graphics driver also. I only know the AMD way, but NVidia will have something similar.
Run the Catalyst Control Centre
Click Gaming
Look through your list of games (you can do this for many games, but it doesn't always actually work.)
Select Train Simulator
Click Frame Rate Target Control > Adjust slider to the frame rate you want e.g 30
