Railworks Package Manager
I'm looking to install an Amtrak Veterans engine. Ive never done this before. I was told I need RailWorks Package Manager? Where do I find that? A step by step process on how to install the engine would be helpful as well if you can provide that. Thanks for the help.

I don't bother with the Package Manager. I open the RWP files with 7zip. It's faster.

Run Utilities.exe. You will find it in the Railworks folder [ C:\Program Files (x86)\Steam\steamapps\common\RailWorks ]. Once running you will find the Package Manager at the top. It is very easy to use.

click on package manager hit refresh. After that put your rwp file of the engine on your desktop. Hit install when desktop comes up click on the rwp file and hit open and it will start to load. when its done run ts and it will be in your loco's

After that you might need to copy and paste some files. Always read the Read Me that comes with the download.

As a copy+paste is often also needed, which can be more easily done in a two-pane folder viewer (such as 7-zip) and the package manager can be very slow and not give much control over overwriting any existing files, as others mention just using 7-zip can be a lot easier.

Also remember though by using the .rwp file though utilities.exe it allows for ease of install, but more importlantly for me, ease of uninstall too.

To add to Axe's point, TS utilities is good for sorting files by name and date, so very good if a certain developer or asset does not work.

I have 7zip and use it all the time so that shouldnt be a problem

The package manager is in the utilities.exe - in your RailWorks folder.

Thank you everyone for your replies. I'll try my best and get back to you all

RPW files are located wihin the zipped file, which can also contain info on how to install the asset. This is why you need to extract or unzip these files first in order to access just the RPW file. The RPW ''carries'' the asset you are trying to install so this is why you put it and not the whole zipped file into utilities/ packet manager :)
