TS2017 can't take full advantage of modern hardware. Tile loading takes place as you progress along your chosen route, as the next section of route is loaded into memory, 32bit 4GB memory limits cause micro stutter you and everyone experience. A SSD will help reduce the effect.
TSW (Train Sim World) is the 64bit modern replacement for TS2017 and now available.
It contains the modern UE 4 game engine and can take full advantage of modern hardware without 32bit limitations. TSW and TS2017 DLC are not compatible with each other though.

Having said all that, however, I don't think I would like to even think about turning every scenery object into a Global Object. It would take a silly ammount of time and work and I dread to think how any pc, even top end cutting edge, would cope with such a load. Probably not a bad idea for a handful of the larger objects though??
