CSS is really old and small so i would think yes. you can play it on almost anything but you might have to change settings to get more fps.

You could play surf or bhop for sure. But for zombies you'll need a better PC.

Vanilla servers will run fine but any highly modded servers can cause problems.

Yeah, CSS is built for old PC, make sure you have at least 512 of VRAM.
