I cannot pick up the "Prison Warden Hat" from the ground

I shot the Prison Warden's hat down during the "Bad Behavior" mission, but I can't pick it up :(

Other relevant info:

    
• This has happened to me before with this exact hat. After that, I slept in the game and went back to the mission. This time, I removed the hats from the characters before the mission, just in case.
      
• I killed the Warden after shooting his hat, and before trying to pick the hat up.
      
• I tried to move the hat by shooting at the ground.
      
• I have the game updated to the latest patch. I'm on Windows 10. I'm using a Xbox Gamepad.
      
• I still have the savegame on that place (just in case you can use it to reproduce the issue). If you need it please let me know how to find it on my system and how can I send it to you.

As you can see, I can pick this hat:

Having the same issue. I feel like the prison warden hat doesn't even spawn every time - one time it was a Pilot Hat instead of the PW-Hat. And as with you, I can't pick up the PW-Hat after knocking it off.

EDIT: I tried again, making sure to hit the control panel releasing the skeletons, and also not knocking it off first turn after spawning him. Then I was able to loot it.
