Spelunky has permadeath, is procedurally generated, difficult, has items to find, and resources to manage. However, it is a real-time sidescrolling platformer instead of a top-down turn-based dungeon crawler.
These terms are too broad and generalized to be useful. (And they're kinda stupid.)
It's a rougelike as far as I'm concerned.
It's a roguelike as far as you're concerned only because you don't know any better.
... Or because you just don't care. Either way, your input has no value.

I don't even like rogue or true roguelikes, so I'm not necessarily part of the 'hardcore roguelike' crowd. It's just a 2D action platformer with roguelike elements in my view.
