If you open up the f1 menu and click objectives and set it to tracked, the waypoint system will show you where to go (looks to be 3rd floor entrance)
Theres actually quite a few rope arrow beams around there to be honest.
Rope arrows only work on wrapped beams in this Thief. Go down the street . . . you'll find a second floor apartment with two windows. Farther down the same street there will be a ladder leading to a second floor walkway, ignore it. Shoot your rope arrow into the anchor beam above the second story apartment. Climb up, in through the right window, out through the left.
Panic Fire ghosted me. Also, in that general area, Focus only highlighted one rope arrow beam for me. I pretty much only use Focus for vision help, despite having upgraded a couple abilities.
