If the game contained full nudity and scenes that could be considered pornographic, it'd be slapped with an 18/AO rating.
The esrb is an american rating system PEGI is not based in america. Differnt cultures differnt rules.
As a good rule of thumb. Most countires besides the US as a nation tend to have a problem with violence being to strong rather than sexulaity in media. Where as in the US its entirely the opposite. Thus you will find nudity and sexuality and mature themes will tend to rate lower in other countires, while violence and blood and gore will make the game rate higher than in america.
There is a brothel in the game and theres top less nudity as well as garret can get a little creep on.
Well lets be fair, Fox news called Mass Effect a sex simulator, that had full frontal nudity and grutious sex scenes in it.
